The Garabito Mayor gave us some details about the transformations that have already started.
We can now say that the so-called Charca Anita “was” a black sewage dumpster. One of its most evident disadvantages was to be located in Jaco downtown, one of the most visited sites in Costa Rica for its proximity to the capital city and its easy access.

“It’s about an hectare”, said the Garabito Mayor, and added, “The idea of making it an ecological park was part of my political platform as a means to create recreational spaces for young people and tourists in general, and to eliminate a space that is not contributing with the image of the Canton of Garabito.” The project is already under construction and it implies not only the elimination of pollution through a new piping system, but also three other stages. The first stage consists on preparing the land; municipal officials are currently taking charge of it. The next step is to plant some grass, trees and decorative plants to make it a lung for Jaco. There will be fountains, stone paths, and a playground. The parking spaces are going to be enlarged and the street is going to be kept in good shape. Furthermore, the plan includes some administered restrooms to assure their cleanliness,” the Mayor said.

How is Jaco Ecological Park’s conditioning going to be financed? “We are using the Solidarity Trust donated by the Chinese government. We were granted $400,000; about half of it has been allocated for the park. The Municipality is carrying out the filling and sewage work to reduce the costs,” added Elizondo. The new Park will also have a commercial area of three venues; two of them are shops, one is an ice cream shop and the other is for souvenirs. The third venue is going to be a Tourist Information Center. “The money from the rents will be used to make the park sustainable. It will be self-financed,” the Mayor said, and added, “We are having municipal police patrols 24 hours a day, in order to assure that this site is going to be used for what it has been planned for.” The person that has been appointed for the Tourist Center has already been trained at the Costa Rican Institute of Tourism. The park will offer one more advantage. It will have wireless internet service, free of charge. “I am expecting the first stage to be completed by mid November and the second stage to be ready for December 15th. By then, the park will be done. The commercial venues will have to finish the work, but that will be done later on,” he continued.

“The Chamber of Commerce is pleased with the positive steps the Mayor has taken. Besides raising the image of Jaco, he is now offering a cultural and recreational space for children and young people. This is a way to calling the attention of tourists,” commented Peter van Hussen, Vice-president of the Chamber of Tourism from the Central Pacific and member of Jaco Roads Committee. “We are pleased with the road repairs in Jaco downtown, particularly. A lot of money has been invested in it; thinking, especially, on the World Surfing Games next year,” added Mr. Van Hussen.

The Mayor also informed about the other work that were carried out with the rest of the money from the Chinese grant. “We invested it in five other recreational parks elsewhere. We are currently building three intelligent centers equipped with computers for the communities of Quebrada Ganado, Tárcoles and Lagunilla to use for free. We also came into an agreement with the Ministry of Science and Technology. They will be in charge of providing the instructors, while we are giving the equipment and the building.” By doing so, the Municipality of Garabito is trying to get people involved in the modern techonology as a means to face new personal challenges. The Ecological Park has been designed for becoming not only a lung for Jaco, but also a nice meeting spot for tourists and locals

On September 27th, the Garabito Municipal Council met for an Extraordinary Assembly, in which Ricardo Sancho, Executive President of the National Institute of Aqueducts and Sewages Systems (AyA), confirmed that among AyA’s plans for the community, is the Sewage System Master Plan, that is intended to provide Garabito, Quepos and Parrita with water for 42 more years, as well as with the appropriate distribution of used waters. This plan was one of the requests the Ombudsman Office formally made to AyA. This was affirmed by the President of the Extraordinary Assembly after the inauguration of the new Plant for Potable Water of Quebrada Bruja.
On one hand, Sancho said that Garabito must make progress as to the Regulatory Plan in order to plan the canton’s growth.
On the other hand, AyA, together with the Ministry of Health, committed itself to address the results of the lab tests made to 35 treatment plants located in Jaco between October 8th, and October 20th. These plants are going to be monitored to learn about their operations. The measure was taken after meeting with the Ombudsman Office and discussing how to control and reduce the pollution issue in Jaco.
